Administrative Scholarship Program
The Transportation Cabinet provides scholarships to students at Kentucky State University. These students are expected to work for the Cabinet one year for each year they receive the scholarship. The scholarship covers the cost of tuition and allots $500 per semester for books.
To apply, a student must be an upcoming sophomore or higher at Kentucky State University. They must have a 2.5 GPA and have a business-related major. Students must submit an application, two letters of recommendation, and an interest statement by March 1st. Applicants are selected based on the submitted material and an interview.
Civil Engineering Scholarship Program
The Transportation Cabinet provides scholarships to students who wish to study civil engineering at the University of Kentucky, University of Louisville, Western Kentucky University, or through Kentucky State University’s “3+2” program. These students are expected to work for the Cabinet one year for each year they receive the scholarship. The scholarship stipend is $4400 per semester for freshman and sophomores and $4800 per semester for juniors and seniors.
Incoming college freshmen and current college students may apply. An ACT score of 24 is required for incoming freshmen, and a 2.5 college GPA is required for all other applicants. Students must submit an application, two letters of recommendation, and an interest statement by March 1st. Applicants are selected based on the submitted material and an interview.
Kentucky Engineering Exposure Network (KEEN)
Through a program known as the Kentucky Engineering Exposure Network (KEEN), engineers employed with the Cabinet visit schools throughout the state to discuss the applications of math and science in daily situations and the opportunities and challenges available to students in the field of engineering.
KEEN provides an opportunity for both the Cabinet and local schools to work together, and allows Transportation Cabinet engineers to contribute to the students within their own communities. In addition, the KEEN Program follows many of the same concepts which are now required under Kentucky's Education Reform Act, including the Common Core of Learning concept and the application of basic skills in math and science as they relate to real life situations. http://transportation.ky.gov/Education/keen/home.htm

The Commonwealth of Kentucky is committed to making state government more diverse and creating more job and advancement opportunities for minorities, women and the unemployed individuals within Kentucky.
Due to the number of Cabinet employees retiring by 2008 and an increase number of construction projects, there is a need to have prepared a diverse workforce to work in transportation.
The purpose of this program is to provide training, which will include a combination of skills designed to obtain entry level employment in the highway construction industry.

DBE Supportive Services Program
Kentucky Minority and Women Construction Training Program
Administered by the Kentucky Small Business Development Center with assistance from the Kentucky Association of Disadvantaged Business Enterprise (KADBE)
The purpose of this program is to develop, conduct and administer training and assistance program in order that minority and women businesses may achieve proficiencies to compete on an equal basis, for contracts and subcontracts.
These funds are derived from a direct DBE Supportive Services Fund allocation developed by Washington FHWA and sent to each participating state. The individual states have no input in determining the allocation amount awarded.

DBE Program
The DBE Program certifies eligible socially and economically disadvantaged women- and/or minority-owned businesses, creating a “level playing field” on which the firm can compete fairly for federally-assisted highway construction contracts with the Kentucky Transportation Cabinet.
DBE means a small business that is “for profit” and 51 percent owned by one or more individuals who are socially and economically disadvantaged, or in the case of a corporation, in which 51 percent of the stock is owned by one or more such individuals; and whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals. The socially and economically disadvantaged individual’s personal net worth can not exceed $750,000.00, excluding their business and primary residence.
The application process involves submitting a Uniform Certification Program Application, Personal Net Worth statement, and other supporting documentation, as well as participating in an on-site review. Certification Meetings are held monthly, and certification status is granted by the DBE Certification Committee if the firm is qualified.

Office of Transportation Delivery
The Office of Transportation Delivery has public transportation grant programs serve the general public. However, some of the programs do target the elderly and disabled populations. One such grant, the Capital Grant for Non-Profit Agencies, funds the Elderly and Disabled Persons Program, which helps those in need acquire buses and capital equipment.
The applications are due April 1, 2007.
